i'm not a professional modeller but found it helpful using a torus to start making eyelids of this personal work character Barky. using the torus helped with getting same number of eyelid spans on top and bottom lids - helpful for rigging later. Here is some of the process (the topology is still a work in progress):
after roughly scaling/fitting torus eyelid to overall face (using eyes as reference). for making the torus eyelid in Blender needed to specify number of edges to create and deleted unneeded back faces:
adding additional edge loops to ring loop to help with making blinks later.
